Welfare and the Labour Market in the EU
Workshop organised by the CEPII, FEDEA and DIW in the framework of ENEPRI.
This workshop follows up on the workshop of September 2000.
National characteristics of the welfare system impact on the labour market performance by giving incentives (resp. disincentives) for labour supply and demand. At the same time, labour market performance influences strongly the sustainability of the national welfare systems. However, ageing, social dynamics as well as globalisation tendencies threaten the sustainment of the given welfare schemes and, therefore, force governments reforming them. Approaches are needed which strengthen labour market adjustment as well as beware social welfare objectives. The aim of this workshop is to provide the theoretical and empirical background of these topics, to analyse the international experiences and to look for adequate political strategies.

Mutual Recognition of Labour Regulations

EU pensions funds may respond to demographic changes in Europe by investing in emerging economies. Various scenarios for net capital transfers to these countries will be drawn, considering different rates of world growth as well as different demographic profiles in the EU.

Ageing, Skills and Labour Markets
September 7-8 2001, Nantes
The forecasted demographic evolution will impact in many ways on labour markets in industrialised countries. Wages and unemployment, but also productivity, skills and retirement age decisions will be affected. Some segments of the labour market are concerned more than others. The conference will discuss whether these impacts will be important enough to warrant evolutions of wage policies and rules such as retirement systems or state interventions; whether they will be felt differently by various age groups; whether they will or not increase inequalities.
Papers for this workshop dealt with:
- the measures of composition and structural impacts of demographic evolution on labour markets ;
- the evolution of relative wages and unemployment rates between age groups ;
- the evolution of the policy rules prevailing in the labour markets ;
- other related issues such as retirement decisions or employability of old workers, etc.

Simulation Properties of Models

Macroeconometric models yield precious insights on the diffusion of shocks and national policies in an interdependent world. This workshop aimed at discussing the similarities and differences between a series of standardised simulations among a set of macroeconometric models. These models may be multinational, or national with an international environment accounting for some feedback. The purpose of the workshop was to reach a better understanding within the community of econometric model builders.

Prof. Fiorella Padoa Schioppa Kostoris, President of ISAE, presented the ISAE "Report on the State of the European Union", with the participation of the President of the European Commission, Professor Romano Prodi.
This report is inter alia concerned with the mutual recognition of labour market regulations: Firms in any member country would be allowed to hire workers from another member country under the regulations of the home country. The report presents first ideas on how this idea could be made operational and what effects this approach could have on employment and national welfare systems. ISAE will also organise a workshop on this topic, foreseen for March 2002 in the framework of ENEPRI.
Welfare, Intergenerational Distribution and Households: What Does Generational Accounting Tell Us?

This workshop was organised by ISAE (Instituto di Studi e Analisi Economica, Rome) in the framework of ENEPRI.
Generational Accounting assesses the financial burden of public finances on present and future generations. In this workshop the family will be considered as the tax unit. Family is modelled here as a nuclear family, where wage-earning children are taken as a different family even though they may be living in the parental household. Different types of families will be identified according to the number of children, occupation and education of the parents. This novel approach to generational accounting will lead to policy conclusions about intergenerational redistribution which are complementary to existing literature.
Social Security Reform, Pensions and Tax Structure

This workshop examined how social security reform affects the distribution of income, firstly through intergenerational transfers via the tax/benefit system and secondly, within a given cohort. Also, political processes that determine the tax structure are explicitly taken into account, for the political choice of tax structure may itself depend on the prevailing social security system.
